Investigating - We have discovered that there’s currently an issue with the Import/Export Orchestration Rule feature that causes any notification rules created this way to not work properly. Please generate orchestration rules via the UI and refrain from utilizing the Import/Export feature or any custom scripts until the solution is implemented.
